East Riding of Yorkshire Council, jointly with Hull City Council, adopted a sustainable waste management strategy based on public consultation.
The result of the public consultation was a recycling and composting target coupled with a facility for dealing with the region's waste.
The consultation was based on a study known as a Best Practicable Environmental Option (BPEO) study.

Both councils joined forces in order to attain better value for money. In addition, the shared use of waste facilities allows for household waste to be dealt with in closer proximity to where it is produced, making environmental sense.
